PLANNING COMMISSION 3 <br /> MINIITES, October 16, 1990 <br /> 1 Forrest Harstad presented blueprints, photos and diagrams of his proposal <br /> 2 for the patio townhomes. Their engineer found no conflicts with variances. <br /> 3 He said the market value a-ould vary between $59,900 and $79,900.. <br /> 4 <br /> 5 Harstad confirmed that the plan is the same as one in Coon Rapids. <br /> 6 <br /> 7 Bruce O'Brien, president of Townhomes of St. Anthony, said that he was <br /> 8 concerned that the area not be for industrial use. He said the townhome <br /> 9 proposal,is mostly favorable. Questions to the developer are with regard to <br /> 10 fire lanes, single car garages, parking and the amount of land available. <br /> 11 <br /> 12 Madden clarified that the hearing was to approve rezoning only. O'Brien <br /> 13 would like to see the property rezoned regardless of the developer. <br /> 14 <br /> 15 Aleda Muller, secretary/treasurer of the group asked if there was any <br /> 16 consideration of a west exit. <br /> 17 <br /> 18 Harstad pointed out that there may be a grading problem making it <br /> 19 physically impossible for change in the roads. <br /> 20 <br /> 21 Muller also asked if there were individual driveways. <br /> 22 <br /> 23 Harstad said there were three driveways. <br /> 24 <br /> 25 Hearing closed at 8:15 p.m. <br /> 26 <br /> 27 Werenicz said that he favors the rezoning. <br /> 28 <br /> 29 Madden expressed concern about the traffic flow. He commented that each <br /> 30 residence is responsible for five or six trips on the street per day. Supports <br /> 31 rezoning with a strong recommendation for consideration of access from the <br /> 32 west on Chandler Drive which is more capable of handling the traffic. <br /> 33 <br /> 34 Hansen favors the rezoning and said the traffic could be an issue with light <br /> 35 industrial. <br /> 36 <br /> 37 Murphy inquired about the history of the property. City staff was unsure. <br /> 38 <br /> 39 Brownell moved to recommend approval of the request for rezoning the . <br /> 40 property at 3816 Foss Road from industrial to R3; and recommend that the <br /> 41 approval not be granted and made final until such time as a final plat plan is <br /> 42 approved by the City Council for the rezoning. We find that this mould be <br /> 43 the best and highest use for the property at this time. <br /> 44 <br />
