PLANNING COMMISSION MEETING
APRIL 21 , 1992
PAGE 14

prohibition was because of clutter , safety hazards , etc .

The City Manager responded that some felt the City is
beginning to have a "cluttered" appearance.

Gondorchin noted he has never been bothered, with the
parking of recreational vehicles in 'his neighbor ' s back
yard but another neighbor has . He questioned what the
criteria might be for determining what vehicles would be
addressed with this ordinance revision. Burt noted that
height and weight had been considered as criteria.

Franzese felt this ordinance revision is trying to
pinpoint some specific matters , yet is using a
"broadbrush" approach and has a very narrow approach.
She felt it may be difficult to enforce .

Madden is of the opinion that large boats and
recreational vehicles parked in front yards' are very
ugly. He felt there is some very affordable storage space
available and is supportive of the ordinance revision.
•28 Burt will pursue the "weight " criteria with, the Police
Chief .

Faust noted that a forty-eight hour limit could not apply
on a long weekend.

The Public Works Director sent out forty violation
letters on parking violations recently. These violations
were noted in a very small area of the City so the
practice appears to be widespread.

Werenicz inquired when a citation is actually issued.
Burt gave the_ timeframe for violations . First a letter is
sent to the owner advising him of the violation and ten
days is given to contact the City and to comply. If there
is no response in ten days , a second letter is sent to
the violator and if there is no acknowledgement , then a
citation is written. The whole process takes about forty-
five days .

Werenicz stated his support for more active enforcement
_ 49 of the ordinance.

Franzese felt the issue of safety, especially for
children, should be a consideration .
•54
