City of St. Anthony Proposed Sign Ordinance Revisions <br /> Draft #2 -- May 27, 1992 Page -11- <br /> 1 (9) Where a shopping center's comprehensive sign plan is submitted, the <br /> 2 plan must include the location, size, height, color lighting and <br /> 3 orientation of 6 signs. <br /> 4 (10) Where a ground sign is submitted, the plan must include the location <br /> 5 of the sign in relation to the lot lines and the building height, including <br /> 6 any difference from the established grade, size, color, lighting and <br /> 7 hours of illumination. <br /> s Subd. 4. PERMIT ISSUANCE. <br /> 9 (1) Each application must be reviewed for compliance by the City <br /> 10 Manager or the Manager's designee. <br /> 11 (2) If the proposed sign complies with this Chapter, a permit will be issued <br /> 12 within 30 days after the application date. <br /> 13 (3) A sign permit will become null and void if the work for which the <br /> 14 permit was issued has not been completed within one year of its <br /> 15 issuance, or renewed. Application for renewal will consist of the same <br /> 16 procedures as the initial application for permit, including payment of <br /> 17 any fee. <br /> 18 Subd. 5. SHOPPING CENTERSIMIEjjUM COMPREHENSIVE SIGN PLAN: <br /> 19 A comprehensive plan must be provided for the whole of a shopping center <br /> 20 development. This plan includes the location, size, height, color, lighting and <br /> 21 orientation of all signs, and must be submitted for preliminary plan approval. When <br /> 22 a comprehensive plan is presented, exceptions to the regulations of this Chapter may <br /> 23 be permitted if the sign areas and densities for the plan as a whole are in conformity <br /> 24 with the intent of this Chapter and if such exception results in an improved <br /> 25 relationship between the various parts of the plan as determined by the Council. <br /> 26 Comprehensive Sign Plans will be reviewed by the City Planning Commission who will <br /> 27 forward a recommendation to the Council on the appropriateness of the proposed <br /> 28 plan. <br /> 29 1400.10 GROUND SIGNS: Are permitted in all districts, subject to the following: <br /> 30 Subd. 1.
