PLANNING COMMISSION
MAY 19 , 1992
PAGE 3

resulted from this traffic congestion were of significant
concern .

BRW Consultants , the firm who had reviewed the City' s
Comprehensive Plan previously, was hired to draft
proposals which would be responsive to all of the
concerns expressed by staff and area residents .

Regarding the two restaurants in the area, the City
Manager suggested they were both in disrepair and gave
the neighborhood a blighted appearance. This had a very
negative impact on the . surrounding residential
neighborhood .

Four architect ' s renderings were done by BRW for Council
review. Each rendering had identical roadway alignments
but differed in location from some of the structures
already in the area and in the landscaping, berming and
crosswalks .

The plans were labelled A, B, C and D. Plan D was drafted
in response to the suggestions and ideas put forth by the
South End Task Force .

The City Manager reviewed all four plans . One of the
plans recommended removal of the liquor operation in
anticipation of the State legislating the sale of beer in
grocery stores . This type of legislation would have a
very negative affect on the liquor operation whereby it
may not continue to be profitable for the City.

Another plan proposed relocating the liquor store and
, building a new fire station on the Rosie ' s Cafe site .
This could be very expensive as it would cost
approximately one million dollars to build a. new fire
station .

At one time the City Council had considered moving the
location of the fire station as its present location is
not very beneficial for residents in the northern most
portion of the City.

Another feature of one of the plans was to remove Rosie' s
Cafe and the Good Luck Cafe , clear the property and make
two large buildable lots which could be sold for single
fami ly homes . The City Manager noted that property in St .
Anthony is very expensive so the City could realize a
very nice profit from the sale of these two parcels .
