,r <br /> 1 PLANNING COMMISSION MEETING <br /> 2 MAY 19 , 1992 <br /> 3 PAGE 4 <br /> 4 <br /> 5 <br /> 6 Plantings , crushed rock and landscaping materials have <br /> 7 been received from Hennepin County which will be used to <br /> 8 enhance the aesthetics of the area. <br /> 9 <br /> 10 An additional consideration of one of the plans was to <br /> 11 relocate the liquor store, the fire station and Bona ' s <br /> 12 Unocal Station . Noting that relocation of the liquor <br /> 13 operation would be disruptive to the business , the City <br /> 14 Manager felt this was not a viable option as this time. <br /> 15 Previously, the Council had also not favored stopping any <br /> 16 of the liquor operation as it is a very profitable <br /> 17 venture for the City. <br /> 18 <br /> 19 Plan D is viewed as a compromise plan and was favored by <br /> 20 the Task Force . Rosie' s property would be used to create <br /> 21 two buildable lots and the Unocal Station would remain in <br /> 22 its present location . The addition of berming and <br /> 23 landscaping around the perimeter of the Station would <br /> 24 make it more acceptable to the , adjacent residential <br /> 25 properties . The liquor operation would remain on its <br /> 26 present site and the St . Anthony Shopping Center <br /> 27 management has indicated the theme of the Center could be <br /> 28 extended to include the liquor operation facility. <br /> 29 <br /> 30 Although the City Manager was not prepared to cite what <br /> 31 the project costs may be, he felt the Tax Increment <br /> 32 District , which includes the Walker and Kenzie Terrace <br /> 33 could be extended to encompass this area. <br /> 34 <br /> 35 The City would purchase necessary land, freeze the taxes <br /> 36 on the property and use any increment available to make <br /> 37 improvements and prepare the land for development . <br /> 38 <br /> 39 The City Manager noted that the bond counsel saw no <br /> 40 problems with extending the Tax Increment Financing <br /> 41 District . It did not appear that it will be necessary to <br /> 42 extend the life of the bonds , which is presently at <br /> 43 twenty years . He - observed that the City Council has an <br /> 44 unwritten policy for a ten year bond period. <br /> 45 <br /> 46 The County and the School District will be notified of <br /> 47 the City ' s plan to extend the Tax Increment -Finance <br /> 48 District . The City' s Housing and Redevelopment Authority <br /> 49 will hold the public hearings regarding this project . <br /> 50 <br /> 51 The City Manager felt all of the plans would cost about <br /> 52 the same , which is between $800 , 000 to one million <br /> 53 dollars . This would include relocating of sewers , <br /> 54 relocation of existing businesses and rebuilding the <br />
