problems with suggestions on how to prevent them (ie. screening, off site seasonal <br /> storage, etc.) Applicants requesting a permit could not be turned down unless they <br /> have not lived up to their agreement. <br /> Vehicles used as a condition of employment, ie. Minnegasco, etc., would be exempt <br /> from the permit process. <br /> - Beautification Committee: This would be a committee appointed by the City <br /> Council to handle complaints between neighbors and resident complaints on the <br /> appearance of another's property. Members of this committee would meet with the <br /> property owners to discuss ways to resolve the issue. If the committee could not <br /> reach some form of agreement, then the services of a professional mediator would <br /> be used (Dispute Resolution). <br /> - City Mediation: The committee suggested a variation of the beautification <br /> committee by having the City staff make initial contact in neighbor complaints. Staff <br /> would meet with neighbors to discuss issues identified and try to resolve the conflict. <br /> If unable to do so, or if it is a legal issue, the services of Dispute Resolution would <br /> be used. <br /> The committee agreed that to be a good neighbor there will always need to be a level of <br /> tolerance between neighbors, due to the diverse population of the City. <br /> The committee has agreed to forward all four ideas to the City Council with the idea that <br /> any one or a combination of the suggestions could be used. <br />
