City Attorney Soth concurred <br /> 7 with this opinion, but he is reviewing the resolution for <br /> 8 Council consideration. He stated that the resolution will <br /> 9 be on the agenda for the next regular Council Meeting. <br /> 10 <br /> 11 D. Report of the City Manager <br /> 12 <br /> 13 1 . Issuance of. Debt <br /> 14 <br /> 15 Noting that the present rates of interest are relatively <br /> 16 low, the City Manager suggested the Council may want to <br /> 17 consider borrowing funds to complete some projects which <br /> 18 have been under consideration. He felt the current rates <br /> 19 are from six percent to six and one half percent . <br /> 20 <br /> 21 The Pavement Management Study is completed. The City <br /> 22 Manager cited this as one example of projects which could <br /> 23 be considered. <br /> 24 <br /> 25 He has contacted the City' s financial advisor, Bob <br /> 26 Thistle of Springsted, Inc. to discuss this matter. His <br /> findings will be included on the agenda of the first <br /> Council Meeting in August . <br /> 29 <br /> 30 2 . Central Avenue Parade <br /> 31 <br /> 32 The City Manager advised this parade conflicts with a <br /> 33 scheduled meeting of the City Council . He suggested that <br /> 34 he could adjust the meeting starting time if members of <br /> 35 the Council so chose. <br /> 36 <br /> 37 After some discussion, it was decided to leave the <br /> 38 meeting as scheduled and members of the Council would not <br /> 39 ride in the .parade. <br /> 40 <br /> 41 3. Silver Lake Water Quality <br /> 42 <br /> 43 Council-member. Enrooth has noticed that the water in <br /> 44 Silver Lake has a" brownish" appearance and feels the <br /> 45 runoff from the Wexford Heights development has severely <br /> 46 impacted the water quality. <br /> 47 <br /> 48 The City Manager noted he has commented on the negative <br /> 49 impact the Wexford Heights development has had on the <br /> 50 lake as well as on the ponds on the Salvation Army Camp <br /> 51 property. He feels the. developer has a very poor track <br /> 2 record on controlling the silt which comes from the area <br /> and on keeping the fences maintained. <br /> 4 <br />
