I REGULAR COUNCIL MEETING <br /> 2 JULY 14 , 1992 • <br /> 3 PAGE 6 <br /> 4 <br /> 5 <br /> 6 The natural flow from Wexford Heights goes onto the Camp <br /> 7 property and into its ponds . The ponds have acted as <br /> 8 filters for the water which runs off of the Wedxford <br /> 9 Heights property. As the water goes through these ponds <br /> 10 the clarity becomes better but there are still <br /> 11 undesirable elements being dumped into the lake from the <br /> 12 development . <br /> 13 <br /> 14 Dave Childs , New Brighton City Manager, advised Burt that <br /> 15 he had contacted the Pollution Control Agency regarding <br /> 16 the runoff from the Wexford Heights development . He also <br /> 17 contacted the Rice Creek Watershed District and the <br /> 18 developer with his concerns for the water quality in <br /> 19 Silver Lake. <br /> 20 <br /> 21 Burt stated that the developer has been advised he must <br /> 22 install a storm sewer system and have river rock put down <br /> 23 before any more construction continues . <br /> 24 <br /> 25 The City Manager feels the developer should be <br /> 26 responsible for cleaning up the ponds on the Salvation <br /> 27 Army Camp as well . He will be working with the Rice Creek <br /> 28 Watershed District on this issue. <br /> 29 <br /> 30 The engineering study done by BRW Engineering is <br /> 31 completed. It addressed effects on ponds and an outflow <br /> 32 study is still being proposed. <br /> 33 <br /> 34 An engineer from the Rice Creek Watershed District has <br /> 35 stated that Silver Lake will no longer be "studied" by <br /> 36 his agency, but rather it will be looking for places to <br /> 37 improve water quality. It was his opinion that the ditch <br /> 38 system is undersized. Charges for the work -being done on <br /> 39 Silver Lake by the Watershed District will not be passed <br /> 40 onto St . Anthony. <br /> 41 <br /> 42 Doug Jones , who owns- a home on Silver Lake, distributed <br /> 43 copies of a letter he sent to the Rice Creek Watershed <br /> 44 District . His letter addressed the concerns of lake home <br /> 45 property owners regarding the lake' s water quality. <br /> 46 <br /> 47 Mr . Jones requested the Council continue to pursue the <br /> 48 Rice Creek Watershed District to follow through on its <br /> 49 concerns and actions regarding Silver 'Lake. <br /> 50 <br /> 51 The City Manager advised that he receives calls from <br /> 52 owners of lake front property when the water level is <br /> 53 high.
