1 REGULAR COUNCIL MEETING • <br /> 2 JULY 14 , 1992 <br /> 3 PAGE 10 <br /> 4 <br /> 5 <br /> 6 <br /> 7 Mr. Ken Solie, 2817 Silver Lane, presented a summary of the <br /> 8 petition recently circulated to members of the Silver Lake <br /> 9 Homeowners Association. <br /> 10 <br /> 11 Mr. Solie advised that the petition included a response from <br /> 12 representatives of the Salvation Army Camp. The summary was <br /> 13 reviewed. Thirty responses were supportive of the ordinance <br /> 14 and twenty-five responses did not support the ordinance. <br /> 15 <br /> 16 He noted that the petition which had been circulated <br /> 17 previously did not require identification of the property <br /> 18 owners by name. The petition he presented at tonight ' s meeting <br /> 19 included property owners ' names and addresses . <br /> 20 <br /> 21 Councilmember Marks stated he viewed the ordinance as a <br /> 22 compromise. A lakeshore property owner noted that the survey <br /> 23 was not presented as a compromise and it had supported limited <br /> 24 motorized watercraft use by a very narrow margin. He also <br /> 25 observed that some people had changed their position on the <br /> 26 issue since the original petition was signed and presented to <br /> 27 the City Council . This property owner commended the City <br /> s efforts regarding 28 Manager on his g g Silver Lake' s water quality. <br /> 29 <br /> 30 Mayor Ranallo said he is not supportive of passage of the <br /> 31 ordinance as he does not see a problem. He noted that he has <br /> 32 received a letter from the Mayor of Columbia Heights which <br /> 33 indicated he is not supportive of this ordinance being <br /> 34 approved. <br /> 35 <br /> 36 Councilmember Enrooth felt this issue could continue for a <br /> 37 very long time without any resolution. He also noted it would <br /> 38 have to receive approval from the Columbia Heights City <br /> 39 Council as well as from the Department of Natural Resources . <br /> 40 <br /> 41 Vern Hoium, a member of the Silver Lake Homeowners <br /> 42 Association, and a thirty year resident , felt there have been <br /> 43 relatively few problems with motorized watercraft and there is <br /> 44 seldom any enforcement needed. He noted there are already <br /> 45 statutes on the books which address the concerns . He suggested <br /> 46 that the best ordinance would be no ordinance . <br /> 47 <br /> 48 The Mayor suggested that more time and effort should be spent <br /> 49 on cleaning up the lake rather than placing more restrictions <br /> 50 on it . <br /> 51 <br /> 52 Councilmember Wagner stated he had previously supported <br /> 53 passage of the ordinance as there appeared to be no clear • <br /> 54 indication as to what the lake property owners preferred.
