Subd. 4. PERMIT ISSUANCE. <br /> (1) Each application must be reviewed for compliance by the City <br /> Manager or the Manager's designee. <br /> (2) If the proposed sign complies with this Chapter, a permit will be issued <br /> within 30 days after the application date. <br /> (3) A sign permit will become null and void if the work for which the <br /> permit was issued has not been completed within one year of its <br /> issuance, or renewed. Application for renewal will consist of the same <br /> procedures as the initial application for permit, including payment of <br /> any fee. <br /> Subd. 5. SHOPPING CENTERS/STRIP MALL COMPREHENSIVE SIGN PLAN: <br /> A comprehensive plan must be provided for the whole of a shopping center <br /> development. This plan includes the location, size, height, color, lighting and <br /> orientation of all signs, and must be submitted for preliminary plan approval, <br /> R.Y.-Ti"J" When a comprehensive plan is presented, exceptions <br /> Ma"pter maybe permitted if the sign areas and densities for <br /> the plan as a whole are in conformity with the intent of this Chapter and if such <br /> exception results in an improved relationship between the various parts of the plan <br /> as determined by the Council. Comprehensive Sign Plans will be.reviewed by the <br /> City Planning Commission who will forward a recommendation to the Council on the <br /> appropriateness of the proposed plan. <br /> 1400.10 GROUND SIGNS: Are permitted in all districts, subject to the following: <br /> Subd. 1. PERMIT APPLICATION: A permit is app lied. for in accordance with <br /> Subsection 1400.08. <br /> Subd. 2. HEIGHT: <br /> (1) The sign does not exceed 5 feet in height, except as permitted under <br /> Subd. 4 of this Subsection. <br /> .(2) The berming of a sign location will be considered in the height of a <br /> sign if the berm is more than 3 feet in height. <br /> (3) For every foot a sign is less than the maximum height permitted, there <br /> will be allowed an additional 4 square feet of sign surface area, up to <br /> a total of 12 additional.square feet. <br /> Subd. 3.
