ATTACHMENT A <br /> Mellopolitan Council Comments on Villagc of Rt- AnflioDy <br /> Water Conservation Plan(September- <br /> INTRODUCTION <br /> The Village of St.Anthony plan was submitted under the 1993 legislation(Chapter 186)requiring Metropolitan <br /> Area communities to amend their local comprehensive plans to include a water supply element if the <br /> community has a municipal water supply system. <br /> The plan submittal was reviewed according to-the "Metropolitan Area Community Water Supply Plan Content <br /> Guidelines" adoptBdjoindy by the Metropolitan Council and the M[mnesota Department of Nawral Resources <br /> (DNR)in January 1994. 11he Council also reviewed the submittal as a local comprehensive plan amendment, <br /> and applied the authorities contained in NEmnesota Statutes, Chapter 473 in so doing. <br /> Comments on the required conservation and emergency response plans will be submitted to the DNR for its <br /> consideration in review of these plans according to Minnesota Statutes, § 103G.291, subd.3. Since the <br /> Minnesota Department of Health (MDH) has not completed its promulgation of wellhead protection rules <br /> �according to Minnesota Statutes, § 1031.101, the St. Anthony plan contain only a statement of intent to <br /> develop this program when required by the MDH schedule. <br /> GENERAL COMNENTS <br /> St.Anthony Village is a fully developed community that has completed installation of its water supply system. <br /> The city's system was contaminated by the Twin Cities Army Ammunition Plant(TCAAP)in the early 1980s. <br /> The city responded quickly by building an activated carbon filtration plant. Several suggestions are made on <br /> improving the emergency section of the plan; since the city is 99% developed and there are no capital <br /> improvements, this becomes the focal point of the plan. <br /> LOCAL AND COUNTY REVIEW COMNE NTS <br /> No comments regarding the water supply plan were received during the 45-day review period from <br /> communitiesAdjacent to the Vfllap of St. Anthony, nor from Ramsey or Hennepin Counties, which both <br /> contain a portion of St. Anthony. <br /> TECHNICAL COMNENTS BASED ON CONTENT GUEDELE14ES <br /> Part T-Water Slipply Sy=m Description and Evaluation(Oberts, EPE) <br /> The plan describes a systern that serves a fully developed community with a current population of about 8,000, <br /> which is an increase from the 1980s low of 6,000,but a decrease from the peak of 10,500 in the mid-1970s. <br /> The variation in population results from d3anges in the number of people per household. <br /> The discussion on basic customer use information in the plan shows that the city uses an average daily demand <br /> of 0.91 million gallons per day(mgd),which yields an overall per capita use of 115 gallons per capita per day <br /> (M)cd). The residential-only community use is 81 gpcd. Both the overall and the residential-only figures are <br /> below the regional averages, and reflective of use within a community that has finished developmem <br />
