The city would then institute strict conservation measures for the duration <br /> of the hook-up. <br /> The plan indicates that all emergency calls are documented as to time of call and nature of emergency. Since <br /> the city is only ffiree square miles in area,emergency actions occur very quickly. The city relies on its phone <br /> contacts,and the.water utility director remains in constant communication with the city'administrators. The <br /> city does not see the need for an emergency reporting form, believing this might slow procedures for such a <br /> Small Community. <br /> The discussion on demand reduction measures includes reference to the state priority system under Minnesota <br /> Statutes 103G.261,but lacks specifics as to how the priority system would be applied. <br /> The emergency plan as pqx)sed by the city contains details internal procedures that the city would use in the <br /> event of an emeirgency. The responsibilities of the police, fire and public works departments are itemized, <br /> and several response scenanos are examined. Short-term limits on water use and demind reduction initiation <br /> will be directed by the director of public works, who will be in communication with the city manager and city <br /> council. Long-term measures are the responsibility of the city manager and the city council, as spelled-out <br /> by a city ordinance. Actions are triggered by the relationship among demand, storage and production <br /> capability. The city has not determined specific trigger levels because it wants flexibility for response and <br /> notes the ability of the city staff to recognize emergencies without having to rely on specified readings. <br /> The city has 24-hour emergency duty personnel,who communicate any emergencies to supervisory personnel. <br /> Emergency procedures are reviewed with all the public works employees two-to-three times per year. Also, the city should restrict the <br /> fig of home numbers to city personnel in a response position. <br /> The plan contains reference to the Sharing of emergency generators with New Brighton, and contains the <br /> contact phone numbers for New Brighton personnel as part of the phone Ea. Similarly, details on the <br /> augmentation procedure for use of the Roseville connection are spelled-out in the plan. <br /> Part M-Water Conservation Plan(ObeM- EPZ <br /> The city's conservation program is embodied in a set of ordinances(Sections 410.07-410.11)that address <br /> city actions on emergency declaration and sprinkling restrictions. The initiation of sprinkling restrictions <br /> comes after the city council declares an emergency. Informing the public about the water emergency occurs <br /> through local news media', and direct contact by the police, fire and public works departments. <br /> The city's approach, although certainly effective during emergency situations, could lead the customers to <br /> believe that conservation is needed only when emergencies occur. This lends emphasis to the importance of <br /> the city's conservation education program, in which the city provides information via its quarterly newsletter, <br /> school programs,and bill stu&rs. The city also relies on the state plumbing code for water efficient fixtures <br /> in new and remodeled structures. <br /> The city meters its users, and audits it system with.daily use and monthly water level monitoring. Leaks are <br /> detected and repaired when abhormally high customer water use alerts the city that a problem exists. The city <br /> also has a long-range watermain replacement program in conjunction with road reconstruction, and a simila <br /> long-range program to identify and replace defective meters. These will assist the city in reducing its <br /> "unaccounted for" water. <br />
