The city's philosopby on pricing is that water rates should not be used as a method of conservation. The city <br /> currently uses a single block structure at $1.20/1,000 gallons. This price is slightly below the regional <br /> average. The city should be aware that the law requires it to at least look at the possibilities associated with <br /> instituting a more conservation oriented rate structure., <br /> Regulation relative to water conservation occurs through the previously mentioned set of ordinances. Violators <br /> are subject to citation by police and subsequent service shut-off. <br /> In summary, the conservation plan relies predominantly.on the declaration of an emergency and unspecified <br /> restrictions on sprinkling. Follow-up communication with the city indicates ffiat the city."has been educating <br /> the user before the state laws on conservation". However, the plan does not reflect those education efforts <br /> and could be enhanced in the conservation element by more visible reference to the city's program. <br /> Part TV. There <br /> are no identified statements of policy,standards and objectives,although careful reading of the document could <br /> lead to.their identification in various narratives. The plan could be greatly enhanced if the city would spell-out <br /> in a dedicated section what its policies, objectives and standards for operation are specifically. For example, <br /> the text states that"The city believes and enforces good conservation measures"; this could be rephrased as <br /> a policy and/or an objective. <br /> The Official Controls section of the plan is addressed in the section on ordinances. <br /> The city does not have a capital improvement program(CIP) because of the fully developed nature of the <br /> community. Also, since no improvements are planned, there is no impact on the local comprehensive plan. <br /> SUMMARY <br /> The Metropolitan Council has reviewed the St. Anthony Village water supply plan and offers the preceding <br /> technical comments prepared according to the content guidelines. Specific comments on the plan are related <br /> to enhancing the conservation program; dedicating a section.of the plan to policies, objectives and standards; <br /> and reformatting the emergency plan to be more readily accessible. <br /> The plan at this point is consistent with the Metropolitan Council's system plans and policy chapters. <br />
