Planning Commission Regular Meeting Minutes <br /> October 21, 1997 <br /> Page 7 <br /> 1 by Suzanne Rhees of BRW, Inc., who is developing the Comprehensive Plan Update. This <br /> 2 program is meant to be placed in the Comprehensive Plan Update to deal with issues such as <br /> 3 Road Systems, Local System Maintenance, Local-Traffic Management, Road Enhancements, <br /> 4 . Commercial; Park System, Water Resources, and Public Utilities. She explained that the <br /> 5 Program is a summary and is not meant to be specific. <br /> 6 Commissioner Makowske questioned the time frame of the Road System Reconstruction and <br /> 7 the amount of dollars listed for Park Systems. <br /> 8 Ms. Moore-Sykes explained that the Road System Reconstruction includes the 1998 <br /> 9 improvements. Further projections can not be made because the road improvements are <br /> 10 determined on an annual basis. The amount of dollars listed for Park Systems is the.figure of <br /> 11 the most expensive redevelopment of Central Park as supplied by BRW, Inc. <br /> 12 3. Status Reports re: Task Forces. <br /> 13 Commissioner Gondorchin reported that the Parks Task Force has determined the location of <br /> 14 the tot lot and a play area for older children. The current focus of the group is playground <br /> 15 material and what funds are available. Efforts are currently being made to determine if <br /> 16 external funds are available. Monthly meetings are not allowing the Task Force to be <br /> 17 efficient and it is possible that the Task Force will begin meeting on a bi-monthly basis. <br /> 18 Commissioner Makowske reported that he had been out of town and was unable to attend the <br /> 19 most recent Storm Water Management Task Force meeting. <br /> 20 Ms. Moore-Sykes noted that the Storm Water Management Task Force had submitted their <br /> 21 short-term recommendations to.the City Council and that at the last Council meeting a number <br /> 22 of the recommendations were voted on. At this time, the City Attorney has strongly advised <br /> 23 against purchasing the homes which were included in the recommendations of the Task Force <br /> 24 as it has not been determined if that purchase would serve the public good. It is illegal for <br /> 25 the City to purchase the homes if the purchase would be for the individual good. She stated <br /> 26 she has a sense that the Task Force will now continue to work on long-term <br /> 27 recommendations. The Task Force is currently discussing design standards. She stated she <br /> 28 believed that the Task Force has agreed on design standards of a 100 year event plus 30%. <br /> 29 <br /> 30 IX. COMMENTS. <br /> 31 Commissioner Franzese noted the copy of the City of Bloomington Ordinance regarding <br /> 32 mobile home parks and relocation costs, which was included in Commissioner's packet. She <br /> 33 stated this would be good protection for the City of St. Anthony to have. <br /> 34 Chair Bergstrom commented that in going through the City Codes he noticed that a <br /> 35 moratorium on construction which expired in 1992 was still included in the Code and should <br /> 36 be removed. <br /> 37 Chair Bergstrom announced that an Open House for Larry Hamer's retirement will be held at <br /> 38 City Hall on November 20 from 2:00 P.M. - 3:30 P.M. <br />
