STAFF REPORT <br /> DATE: November 18, 1997 <br /> TO: Planning Commission Members <br /> FROM: Kim Moore-Sykes, Management Assistant <br /> ITEM: 97-09 St. Charles Borromeo Catholic Church -- <br /> Conditional Use Permit Request <br /> BACKGROUND. <br /> In August, Gerald De Zelar, architect from Gerald De Zelar & Associates, contacted the <br /> City informing Staff that St. Charles Borromeo Catholic Church was planning to construct <br /> a fellowship hall addition to the church. This proposed construction constitutes a change <br /> to the structure and as a result of this proposed change, the church is required to obtain a <br /> conditional use permit for the property. <br /> St. Charles Borromeo Catholic Church was constructed in 1958, before the City's zoning <br /> districts and ordinances were codified. As such, the church has existed in this residential <br /> area without the required conditional use permit because it is a grandfathered use. <br /> In considering the request for the conditional use permit, it must be determined that: <br /> a. The use is one of the conditional uses specifically listed for the district in <br /> which the property is located; <br /> b. That specific conditions that are deemed necessary to make the use <br /> compatible with other uses in the area are determined and communicated to <br /> the applicant; <br /> C. The use will not be detrimental to the health, safety, or general welfare of <br /> persons residing or working in the vicinity or to the values of property in <br /> the vicinity; and <br /> d. The use will provide a service or a facility which is in the interest of.public <br /> convenience and will contribute to the general welfare. <br /> St. Charles Borromeo Catholic Church is a conditional use that is specifically list in Section <br /> 1615.03 Permitted Conditional Uses, (a) of the City Code. St. Charles also concurs with <br /> the requirement that the use will not be detrimental to the health or general welfare of <br /> persons residing or working in the vicinity and does provide a service that is in the <br /> interest of the public and contributes to the Community's general welfare. <br /> 9 <br />
