Safety has been an issue with the church because of the off-site parking that occurs <br /> whenever the church holds services or schedules other events. Because worshippers park <br /> on St. Anthony Boulevard and Stinson Boulevard, there is concern for the safety and <br /> welfare of pedestrian and vehicular traffic in these neighborhoods. This concern is <br /> heightened during the winter months because plowed snow banks make it particularly <br /> difficult to park on the streets in these areas. <br /> Staff recommends that a condition to the conditional use permit be that the church develop <br /> and enforce an on-site parking plan. <br />
