Morrison
City Manager
City of St.Anthony
3301 Silver Lake Road
St.Anthony, MN 55418
Re: Storm Water Management Ordinance
Dear Mike:
Enclosed is my redraft of the proposed ordinance relating to storm water management.
Based on our discussions,I reviewed the initial draft you sent to me and made changes to it to
conform it to our usual ordinance format and to further edit it.
I found the draft to be quite verbose and detailed, and tried to edit it to the extent I could
as I went through it. For your reference,I am also enclosing a copy on which the changes from
the previous draft are noted.
I also call your attention to the fact that this is currently drafted as an amendment to the
zoning ordinance. This is probably appropriate, since it does deal with land use. If you wanted
to keep it out of the zoning ordinance, however, it could go in Chapter 4,which also deals with
storm water facilities. If it were in Chapter 4, it could be amended without public hearings and
waivers of the requirements would not require a zoning-type variance procedure. As you know,
if it is in the zoning ordinance any amendment requires a public hearing and a four-fifths vote of
the Council.
If you have any questions or comments on this, please give me a call.
Very urs,
111iam R.
