Chapter 16, Zoning and Land Use,is amended <br /> by adding a new Section 1675, Storm Water Nfanagem to read as follows: <br /> SECTION 1675 - STORM WATER MANAGEMENT <br /> 1675.01 Statutory Authorization. This ordinance Section is adopted pursuant to Minnesota <br /> Statutes tion 462.351, according to the 1990 federal census. Sections 462.351 through <br /> 462.365. <br /> 1675.02 Findings. The City of St.26mthony hereby finds that uncontrolled and inadequately <br /> planned use of wetlands,woodlands, natural habitat areas,areas subject to soil erosion and areas <br /> containing restrictive soils,adversely affects the public health, safety and general welfare by <br /> impacting water quality and contributing to other environmental problems, creating nuisances, <br /> impairing other beneficial uses of environmental resources and hindering the ability of the City to <br /> provide adequate water, sewage,flood control, and other eon=unity services. in addition, <br /> extraordinary public expenditures may be req*ed fbr the protection of persons and property-in <br /> such areas and in areas vvifich may be m1cfected by tuiplanned land . services. <br /> 1675.03 Putpose.
