homessence <br /> March 8,2002 <br /> City of St. Anthony Village <br /> Planning Commission <br /> Re: CUP for 2701 37d Avenue NE,St.Anthony Village,MN 55421 <br /> Enclosed is the report and proposal for mitigating fragrance migration from our candle distributing and <br /> manufacturing plant as required under our temporary CUP. This system is designed to reduce fragrances by <br /> 75%to 100%from what neighbors have been experiencing currently,depending on their distance from the <br /> discharge point and the weather and wind conditions at the time. <br /> The material enclosed was prepared by three different firms,each experienced experts in dealing with <br /> fragrance and odor reduction. We directed them to put together a system that will eliminate or reduce <br /> fragrance levels in the neighborhoods surrounding our plant. <br /> The proposed system involves collection,filtration an d dilution processes. Hoods and ducts will be <br /> installed over the areas from which fragrance origination is highest to collect the air with.the highest <br /> fragrance levels. A fan will then pull the collected air into a double action filtration system. After passing <br /> through the filter the air will be diluted over 300%with unfragranced outside air and discharged thirty to <br /> forty feet above the roof levels of surrounding houses. The installed total cost of this system is estimated at <br /> close to$50,000.00 with an additional$7,500 to$30,000 of annual expenses.for ongoing maintenance and <br /> filter replacement. <br /> Essenco and our landlord,Village Properties,are prepared to make this expensive commitment to the St. <br /> Anthony Village community if we can be assured that the existing CUP is amended by permanent removal <br /> of its expiration date.
