The Task Force <br /> recommends that regulations focus on guiding, not preventing, new development so that it is consistent <br /> with the existing development pattern of the neighborhood._An.overview of the Teardown Task Force <br /> .recommendations follows. Additional detail on these recommendations are provided in Attachment 3 <br /> ('Summary of Teardown Task Force Recommendations for Zoning Ordinance Text Revisions"). All of the <br /> recommendations will apply to.the overlay district shown and described in Attachment 4. The task force is <br /> also recommending that staff work with legal to include language which allows existing structures to be <br /> rebuilt to their existing FAR; FER, and setbacks in the case of a natural disaster or fire. <br /> 1. Link Side Yard Setbacks to Lot Width -Link side yard setback requirements to the width of a lot <br /> by requiring the combined side yard setbacks to be a.percentage of the lot-width measured at the <br /> building setback, with no single side setback less than six feet for lots with widths of 50-69 feet or <br /> less than eight feet for lots 70 feet and greater. This type of regulation.will limit the horizontal bulk <br /> of structures on oversized lots and preserve open space between structures. <br /> 2, Adjust Front Yard Setbacks-Regulate minimum required front yard setbacks based on the average <br /> of the closest four residential properties(provided that specific conditions are met)or the.minimum <br /> established by the zoning ordinance,whichever is'lesser: As many homes in the overlay district. . <br /> Were developed in advance of the current regulations with front yard setbacks ranging from, 10 to 15 <br /> feet, this regulation may be effective in maintaining the character of an area by relating standards for <br /> new development to the existing development pattern of a neighborhood. <br /> 3. Increase Minimum Lot Width -Increase minimum lot widths to better reflect existing conditions <br /> and to prevent incompatible infill subdivisions (i.e. one oversized lot into two smaller'.lots that are . <br /> inconsistent with the character of the area,or two lots into three lots). This would be applied by . <br /> requiring the average lot width.of the block face to be used when,determining the'required lot width <br /> ofresubdivided lots-When three or less lots are on that block face, the opposite block face will be <br /> used.:If there is.no intersection present the average lot width within a 250 foot radius will be used. <br /> 4. Establish a Floor Area Ratio (FAR) and Front Elevation Rdtio'(FER)-Establish floor area <br /> requirements to control the maximum square footage that could be obtained on a lot by establishing <br /> a relationship between the size,of the home-and the size of the lot. Use front elevation requirements <br /> to limit visual bulk from the right-of-way. A combination of these could allow for flexibility and . <br /> creativity in design. Since the local historic district is alreadysubject to design review through the <br /> Historic Sites Commission,the task force recommends that this area be exempt from the FER. <br /> regulation. Please note that the.task force has forwarded two proposals for this recommendation (see <br /> Attachment 3, page 3 for specifics). <br /> 5. Encourage Detached and/or.Rear-Loading Garages--Provide incentives to build detached garages <br /> and/or garages not visible from the public right-of-way by offering a bonus to the Floor Area Ratio <br /> (FAR): Approximately 80%of the homes in half the study areas have detached garages.
