Drawing conclusions from this type of comparative research is <br /> difficult because zoning regulations are customized to meet a community's specific needs and are often <br /> based on the historic development pattern of an area..Standards that work well in one community may be <br /> inappropriate,for another: The most important finding from t ls'research was that(unlike Naperville) <br /> fourteen of the sixteen municipalities surveyed utilize either floor area ratios or lot coverage restrictions to <br /> regulate the bulk of residential.construction.
