I <br /> • MEMORANDUM <br /> DATE: March 4 , 1982, <br /> TO: Dave Childs, City Manager <br /> Department Heads <br /> Ron Berg, Administrative Assistant <br /> FROM: Connie Kroeplin, Secretary <br /> SUBJECT: Notes From March. 4th Staff Meeting <br /> The meeting opened at 9-:05 A.M. . . TI-hose present were : Dave Childs , <br /> Carol Johnson., Ray Nelson, Don. Hickerson, Larry. Hamer, Ron Berg, <br /> and Connie Kroeplin. - Lee .Entner was absent. <br /> Ray Nelson began the meeting by informing those present of the sub- <br /> stantial in-crease. in profits. for the liquor .operations in 1981 . <br /> There was also discussion on factors which affect sales at the <br /> different liquor locations , i.e. , weather., the season,. holidays , etc. <br /> Chief Hickerson told us there were three potential applicants for <br /> the Police Reserve.- He also. indicated that all types of burglaries <br /> • in St. Anthony decreased by 36% , while, without exception , burglaries <br /> in surrounding communities increased - some. substantially . It was <br /> pointed out that DWI 's in St. Anthony have. doubled in 1981 over <br /> 1980 's figures . <br /> A lengthy discussion followed concerning. the large amount of money <br /> (.$7, 208.. in .1981). the City pays Hennepin County for- bookings and jail <br /> fees . Dave Childs asked Chief Hickerson about using Ramsey County - <br /> rather than Hennepin for misdemeanors . The Chief cited several <br /> reasons why this might be. unsatisfactory, i .e. , . booking process <br /> (.especially for females) would take more time for the officers , the <br /> attorney would have to go to Ramsey County rather than right across <br /> the street to Hennepin County. Mr. Childs suggested perhaps the <br /> judges could- issue more fines and less .workhouse' time or .that the <br /> offender should have to pay for his own time in the workhouse. <br /> Chief. Hickerson said-he would discuss this matter with other <br /> officers to ascertain- their ideas on a change. <br /> Larry Hamer indicated there will be a 36 foot road on the St. Anthony - <br /> Boulevard bridge. He said the contract for the construction -sr,.oulcl. be <br /> let by the end of April. Ray Nelson expressed his concern on how <br /> the construction will affect business at the Stonehouse. <br /> Because of the City's extremely high utility bills , Mr. Hamer has <br /> decided to plug o.ff openings and insulate the ceiling at the Public <br /> Works building. He would also like to install duct work in order , <br /> • to- reuse the heat from the ceiling throughout the rest of the build- <br /> ing. Ray Nelson said he has had discussions with an energy-saving <br /> consultant to- ascertain if there might be a feasible plan for cutting <br /> his utility costs, especially for demand charges . <br />
