MEMORANDUM <br /> DATE : March 19 , 1982 <br /> TO: Mayor and Councilmen <br /> FROM: Ron Berg , Administrative Assistant <br /> SUBJECT: Allocation of Year VIII CDBG Funds <br /> --------------------------------------------------------------------- <br /> As you know, the Planning Commission has served as the City 's citizen <br /> advisory group for holding required public hearings and recommending <br /> to the City Council allocation of Community Development Block Grant <br /> (.CDBG) monies . <br /> This year the City 's allocation is $54 , 630 , a decrease of about 150 <br /> from last year. Cause : federal program cutback . <br /> The general key for the projects is that they must benefit low to <br /> moderate income persons . <br /> This year the Planning Commission , as a result of its recent public <br /> hearing , has recommended the following activities and allocations : <br /> • Housing: rehabilitation $32 , 630 <br /> Housing : new construction 15 ,000 <br /> Public service 5 , 460 <br /> Program administration 1 , 540 <br /> The need for housing rehabilitation (single family) - is still strong . <br /> with the gener_�'_ aging of the City ' s populace and houses , this is an <br /> ideal way to address and maintain our housing stock. <br /> Housing new construction - the northeast senior group is back . They <br /> will be applying again to HUD in April for 202 funding . As you may <br /> know, last year they finished .fifth with four being funded. It is <br /> recommended that- some funds be earmarked here as indication of City <br /> support for the projects and which may help during HUD' s review process . <br /> Public service - this is a "new" fundable activity . The maximum which <br /> can be allocated by HUD guidelines, is 100 . The school has shown some <br /> interest in these funds , specifically addressing aiding in the pay- <br /> ments for day care for low to moderate income families . <br /> Administration - we are again limited to loo here , but with a sub- <br /> stantial portion of the available funds being allocated to single <br /> family re-hab (.Hennepin County does 950 of this work) , it is felt <br /> the full 10-% is not justified. <br /> ROB/cjk <br />
