CITY OF ST. ANTHONY <br /> PLANNING COMMISSION MINUTES <br /> • FOR <br /> PUBLIC HEARING ON YEAR VIII CDBG FUNDS <br /> March 16 , 1982 <br /> The hearing was opened by Chairman Jones at 6 :50 P.M. <br /> Present for roll call : Peterson, Jones , Makowske , and Zawislak . <br /> Absent: Bowerman, Bjorklund and Sopcinski . <br /> Also present: Ron Berg , Administrative Assistant and Julianne Bye , <br /> Office of Planning and Development, Hennepin County . <br /> Mr. Zawislak was welcomed to the Commission membership. <br /> Ms . Bye was present to answer questions related to the 1982 objectives <br /> for the Community Development Block Grant funding and indicated she <br /> as in agreement with the activities recommended by Mr. Berg in his <br /> March 12th memorandum for allocating the City 's funds from the pro- <br /> gram. She said guidelines are set for the types of improvements which <br /> will be approved under the single family rehabilitation program- with <br /> only families with incomes of up to $7 ,500 eligible for the grants. <br /> Previous grants in St. Anthony have been given for roofing , insulation , <br /> and plumbing and electrical improvements and enough applications are. <br /> • being processed to date to use up the funds allocated for this activity . <br /> She agreed the City should allocate $15 ,000 for the proposed senior <br /> residence project to indicate the City ' s support for the proposal when <br /> the project application is ,-made to HUD for 202 financing. <br /> Four members of the Board of Directors of the Northeast Minneapolis/ <br /> St. Anthony Village Senior Development Corporation, sponsors of the <br /> project, were present to discuss the 60 unit development, proposed <br /> for the site just south of the Legion Club on Kenzie Terrace . They <br /> were Archie Fjeld, 2831 Hayes Street N.E. ; Martin Fredericks , 2604 <br /> 27th Avenue N:E. ; Carol T. Peterson , 3123 Hayes Street N.E. ; and Mary <br /> Gabler who also serves on the Greater Minneapolis Housing Corporation. <br /> Robert Giere of the Eberhardt Company said he will serve as a housing <br /> consultant for the project and he is confident the modified project <br /> will gain HUD financing this time around. Ms . Gabler indicated the <br /> organization is working wi`h the Hennepin County Department of Trans- <br /> portation to work out the shopping center access problems which .may <br /> have been a deciding factor in the project losing HUD acceptance in <br /> the past. She also speculated that the current high interest rates <br /> almost eliminate any oth,cx type than 202 subsidized financing for <br /> the project. <br /> Mr. Berg had included in his list of activities which should be <br /> funded the public service allocation which is permitted only 10% of <br /> the total City grant. Tom McMullen, Assistant Superintendent of <br /> District #282 , indicated the school ' s interest in having the $5 , 460 <br /> • allocated to aid the school district 's development of a day care <br />
