He also reported that the new Federalism pro- <br /> posed by the Administration is not reflected in the legislation being <br /> presented to the Congress at this time. He and' Councilman Enrooth <br /> have prepared written reports on the conference and will answer any <br /> questions other . Councilman may have at their next meeting. <br /> Mr. Berg told Councilman Marks the sign which advertises mortuary <br /> services at Sunset Memorial Gardens was permitted for two weeks only <br /> and will be removed soon. An updated assessment of House Bill #1505 <br /> was provided by Councilman Marks who reiterated he believes the <br /> surface water management planning which will be mandated by the <br /> establishment of a Metropolitan Watershed Commission is unnecessary <br /> and will have no value for St. Anthony but rather would result in <br /> the City being forced to tax their residents for the costs incurred <br /> by the City setting up the district and administering it as directed <br /> by the Metropolitan Council. The Mayor noted that the Rice Creek <br /> Watershed District which is now .in force failed to protect the City <br /> from the water runoff resulting from the diversion of an existing <br /> pond for the construction of a warehouse in Roseville and said he <br /> could not foresee this agency being any more effective. The consensus <br /> of the Council was that this new .layer of government is just another <br /> instance where the Metropolitan Council is attempting to take land <br /> planning away from local governments . Staff was requested to contact <br /> the City ' s representatives again with a copy of theletter directed <br /> to the Governor to relay the City 's specific objections to the pro- <br /> posed legislation and to.- also contact the subcommittee of the- legis- <br /> lature which is researching the Metropolitan Council regarding the <br /> bill. Council members will attempt to make their personal views <br /> known to ther--legslators-as-well.- "Mr:--Chi=lds said-he will-question <br /> = AMM-officials as--to their interest in this -legislation. <br /> Prior to accepting the minutes for the February 9th meeting of the - <br /> St. Anthony Chemical Abuse Committee , the fees -charged by Carl Eller <br /> for his. assistance. in the City ' s- chemical health awareness program <br /> were noted. <br /> Also accepted as informational were reports of meetings held by <br /> the Northeast Social Services Council from Irving .Peterson and -the <br /> February and annual reports from the City' s Fire and Police Departments <br /> as well as liquor sales summaries for the same periods . Mr. Childs <br /> noted the burglaries in the City were down 32% and the annual liquor <br /> profits are up by $54 ,000 , with the latter due in part to lower insurance <br /> premiums and increasing the check cashing charges . The . Manager then <br /> reported .the booth manned by the Police Department at the Apache <br /> Product Fair had resulted in three persons indicating an interest in <br /> the Police Reserves. <br /> In reference to the staff notes of March 4th, Mr. Childs commented on <br /> the $7,208 reported by Chief Hickerson as the .amount the City paid . <br /> to Hennepin County in 1981 for bookings and jail fees . He was <br /> requested to ask the City Attorney how the City may contact the judges <br /> to request that .offenders should at least have to pay the fees and , <br /> the cost of housing them in the workhouse and to also let Commissioner <br /> Sivanich know what the City costs have. been in the past. <br />
