-3- <br /> In response to the invitation for the City to become a member of the <br /> Suburban- Area Chamber of Commerce , the Mayor- commented that he ques- <br /> tions whether the City' s shopping centers would have deteriorated to <br /> the point they have if the City and merchants had been able to utilize <br /> the Chamber's services years ago. <br /> Motion by Councilman Marks and seconded by Councilman Letourneau to <br /> approve payment of $225 for City membership in the Suburban Area <br /> Chamber of Commerce. <br /> Motion carried unanimously. <br /> It was agreed the Friday breakfast meetings sponsored .by Ramsey County <br /> Commissioner Salverda might be a helpful forum for relaying the City 's <br /> concerns regarding the proposed Metro Watershed District. <br /> The February 22nd confirmation from the Metropolitan Waste Control <br /> Commission that the City 's 1982 cost allocation will be adjusted to <br /> reflect a 23 million gallon credit, was noted with a reiteration of <br /> .appreciation for the Manager' s efforts in this regard. <br /> The Council will hold a work session with discussion items to include <br /> the City ' s liquor operation and to consider the assessments of County <br /> Road C reconstruction costs at 7 :00 P .M. , Tuesday, April 6 , 1982 . <br /> The. Manager_repor.ted_.that_.the __candidates for.the.-_f-ir.e.fighter_.-p-os.ition _ <br /> were tested by representatives of other municipalities-who have the <br /> necessary expertise. The Council members agreed selecting a trained <br /> • paramedic was wise considering most of- the calls responded to are <br /> medical emergencies and these can be expected to increase as the <br /> population ages . The appointee and a new member of the City Police <br /> Department will be officially introduced to the Council at one of their <br /> next meetings'. <br /> Motion by. Councilman Marks and seconded by Councilman Ranallo to <br /> approve the second reading of Ordinance 1982-002 . <br /> ORDINANCE 1982-002 <br /> AN ORDINANCE RELATING TO LAND USE , <br /> PROVIDING FOR AUCTIONS AS A <br /> CONDITIONALLY- PERMITTED USE <br /> Motion carried .unanimously. <br /> Robert Conley, Apache Medical Center manager, explained that the plans <br /> which had been distributed to them for the free standing sign at the <br /> center reflect a sign height increase from 9 to 11 feet from his <br /> first proposal. He said because the center itself is recognized <br /> throughout the community, the majority of the sign will be devoted to <br /> identifying nineteen services within the building in three foot <br /> lettering. When the question was raised, as to whether lettering that <br /> size . could be, easily read -by passing motorists ,. the Mayor concluded <br /> this must be a business decision 'by the management. and added the fact <br /> that the sign will be sited- in mid-blockk -ard at least 20 feet back <br /> from the -curb would seem to indicate the - sign won' t be .a traffic hazard.. <br /> He then suggested a method of specifically. identifying plar_s .which are <br /> approved should be developed to prevent confusion as .to the dimensions <br /> or *placement of the signs , as has happened in the past. Mr.. Childs will <br /> attempt to develop an easy reference system. for Council consideration. <br />
