2 . The project area is a deteriorated and deteriorating area within <br /> the meaning of .Minnesota Statutes 462 . 421; Subdivision 11; <br /> 3 . The urban renewal project proposed by the plan, whether a housing <br /> project or ,a redevelopment project, is necessary to eliminate and . <br /> prevent the spread of such deterioration; <br /> 4. The project area' is subject to conditions that have prevented <br /> private development or redevelopment without governmental assistance <br /> and financial aid proposed by the plan; <br /> 5. The plan affords maximum opportunity for redevelopment of the <br /> project area by private enterprise, consistent with the sound <br /> needs of the locality as a whole; <br /> 6 .
