At the time of filing, a candidate for a council <br /> 3 seat must reside in the district the candidate seeks to <br /> 4 represent on the council. <br /> 5 For the purposes of this section, "local elected official" <br /> 6 means a town board supervisor, city council member, mayor, or <br /> 7 county commissioner. <br /> 8 Sec. 2. Minnesota Statutes 1983 Supplement, section <br /> 9 473.123, subdivision 3a, is amended to read: <br /> 10 Subd. 3a. [APPORTIONMENT.] The legislature shall redraw <br /> 11 the boundaries of the council districts after each decennial <br /> 12 federal census so that each district has substantially equal <br /> 13 population. The boundaries must be drawn so as not to cut <br /> 14 across town or city boundaries and to the extent possibly so • <br /> 15 as not to cut across the boundaries of county board districts or <br /> 16 city council districts in the cities of St. Paul or <br /> 17 Minneapolis. Redistricting is effective on the first Monday in <br /> 18 January in the year ending in the numeral "3." [APPOINTMENT PROCESS.] (a) The council member <br /> 25 for each council district shall be appointed by the local <br /> 26 elected officials who represent residents of that council <br /> g 27 district._ Each of those local elected officials may cast a <br /> 9{ 28 weighted balance vote for a candidate for council member; that <br /> 29 vote must reflect the ratio of the population the local elected <br /> 30 official represents within the council district to the total <br /> 31 population of the district.
