x:/2/84 [REVISOR ] CEL/RL 84-3524 <br /> 1 city's total population divided by the total number of the <br /> 2 council members and the mayor; <br /> 3 (3) the population a county board member or a St Paul or <br /> • 4 Minneapolis city council member represents is the population of <br /> 5 that part of the board or council member's district which is <br /> i <br /> 6 within the metropolitan council district in cuestion; and <br /> 7 (4) the population the mayor of St. Paul or Minneapolis <br /> B represents is the population of the appropriate city which is <br /> 9 within the metropolitan council district in cuestion f <br /> 10 (b) The county auditor of the county whose population makes i <br /> 11 uo the createst oortion of a council district shall run that <br /> 12 council district's appointment process. <br /> 13 By April 15 in each year in which an appointment is to be <br /> 14 made for a council seat in a district the county auditor shall <br /> 15 send out notices to all local elected officials in the council <br /> 16 district that they may file affidavits of candidacy for the <br /> 17 council seat with the county auditor. The filing deadline is <br /> 18 May 1. Ballots must be prepared so that they can be sent' to the <br /> i <br /> 19 local elected officials in the district by May 10 The ballots . <br /> 20 should indicate the weighted balance vote that each local <br /> 21 elected official is eligible to make. ' <br /> 22 Prior to May 1, the metropolitan council shall send to each <br /> • 23 county auditor runninc a council appointment process that year <br /> 24 the weichted balance votes available for each local elected <br /> 25 official who may vote in that council district based on the <br /> 26 most recent official population estimates available to the <br /> 27 council. <br /> 28 (c) The appointment process must be held between June 1 and <br /> 29 June 15, and the newly-appointed council member serving a <br /> 30 district shall begin serving on the first Monday in July. <br /> 31 Before entering upon council duties, each council member shall <br /> 32 take an oath or affirmation to support the constitutions of the <br /> 23 United States and of Minnesota and to discharge faithfully the <br /> 34 duties of the office to the best of the member's judgment and <br /> 35 ability.
