Robert Sundland <br /> Mayor of St. Anthony <br /> 3301 Silver Lake Road Northeast <br /> St. Anthony, MN 55418 <br /> Dear Mayor Sundland: <br /> On September 25 the Hennepin County Board of Commissioners unanimously <br /> approved a Structure and Composition Plan for a Hennepin County Community <br /> Action Agency and resolved that the Hennepin County Office of Planning and <br /> Development assemble and file the necessary papers requesting official <br /> designation from the state of Minnesota. This resolution culminates several <br /> years of discussion about the possibility of initiating a CAA for suburban <br /> and rural Hennepin County and will allow access to funding for services to <br /> • County residents that had previously been unavailable. <br /> The Office of Planning and Development has been working with the suburban <br /> human services councils, the County Attorney's Office, and the State to <br /> assemble the package of materials required for recognition. This package <br /> includes Articles of Incorporation for this private nonprofit agency, start <br /> up plan for the organization , demographic material describing the service <br /> area , and a description of the process used in developing the structure. <br /> The package requesting designation has been submitted, and it is my expecta- <br /> tion that the State will respond to this request early in 1985. <br /> The plan originally proposed for the CAA was reviewed in detail by the Board <br /> and a major effort was made to ensure public accountability of the new <br /> organization. The Board of Directors will consist of nine public officials <br /> (three Hennepin County Commissioners and six elected suburban officials) , <br /> nine representatives from the private sector, and nine members of the <br /> low-income population. The County's open appointment process will be used to <br /> appoint the six suburban elected officials who will serve .on the Board of <br /> Directors. <br /> Following the State's recognition of-the CAA, the County and the human <br /> services councils will begin the important process of recruitment and <br /> selection of the initial Board of Directors and other start up activities. <br />
