. ., MEMORANDUM _
DATE = May 8 , 1987
TO : Mayor and Councilmembers
FROM e David M. Childs, City Manager
KENZIE TERRACE PEDESTRIAN SIGNAL FUNDING
I have learned that 5,1000 dollars in Hennepin County CDBG funds
allocated about 3 or 4 years ago for housing rehabilitation in
St. Anthony remain unexpended.
The Kenzie Terrace pedestrian signal remains funded at the level
of $45 ,707 out of a probable cost of $75 ,000 (or about $29 ,293
short) . I recommend the '[S,d00 allocated for housing rehab be
reallocated to the signal project and that the Council authorize
preparation of plans and specifications for the project. The
remaining $15 ,000 still unfunded could come from next year' s CDBG
allocation or be funded by the Kenzie Terrace Tax Increment
project.
In addition, I would hope that CDBG funds could also be allocated
next year to complete a sidewalk on the north side of Kenzie
Terrace from Stinson to at least the Kenzington project. We are
getting cost estimates for a 4 ' concrete sidewalk at this time.
A resolution reallocating the CDBG funds for the signal project
is attached.
I also recommend that the Council authorize final plans and
specifications for a pedestrian signal to be completed by an
engineer of your choosing and paid with CDBG funds.
