1 *the legislature had recently put more restrictions on the pull <br /> • 2 tab operations; <br /> 3 *he hoped no Councilmember would base his or her vote on <br /> 4- personal opposition to gambling but rather would vote on what "could <br /> 5 be a good thing for St. Anthony. " <br /> 6 H disputed the assumption that St. Anthony couldn't restrict <br /> 7 licenses to only City organizations, citing the wording of the New <br /> 8 Brighton and Shoreview ordinances to support his contention. He <br /> 9 reminded the Council that St. Anthony was the only city in the area <br /> 10 which didn't allow pull tabs. <br /> 11 The reaction to these remarks were as follows: <br /> 12 Childs told the Lions Club representatives the City Attorney had <br /> 13 provided the Council with a detailed opinion related to the issues he <br /> 14 anticipated the City would have to dead with if the ordinance were <br /> 15 changed to allow pull tabs. <br /> 16 One of the questions Mr. Soth had raised had been whether the City <br /> 17 could constitutionally refuse licenses to not only City applicants <br /> 18 but also those from outside the City as well. In regard to writing <br /> 19 an ordinance, Mr. Childs said he would show Mr. Soth the Columbia <br /> 20 Heights and New Brighton ordinances and seek further clarification <br /> 21 regarding the discrepancies in opinion. He said he arid Mr. Soth had <br /> 0 22 previously talked about an ordinance which would limit the sale of <br /> 23 pull tabs to places which sold liquor. This was based on previous <br /> 24 conversations related to a possible Bingo operation where the <br /> 25 Council had seemed to have some concerns about the ages of the <br /> 26 persons who would be exposed to such operations. The Manager also <br /> 27 mentioned that it was his understanding that, even if the City could <br /> 28 limit the number of locations where pull tabs could be sold, there <br /> 29 might be a problem restricting the licenses for each location. <br /> 30 Sundland indicated a coalition might or might not help to change the <br /> 31 previous majority opposition to pull tabs on the Council. He said he <br /> 32 personally had no objections to pull tabs and would be willing to put <br /> 33 the ordinance change up for a Council vote either that night or <br /> 34 during a . future Council meeting after the Lions have met with the <br /> 35 Chamber of Commerce. <br /> 36 Ranallo said he had nothing against pull tabs per se but still had <br /> 37 concerns about their regulation and whether licenses to operate pull <br /> 38 tabs games could be limited to only City organizations. He also <br /> 39 reminded the proponents that there might be an adverse public <br /> 40 reaction to pull tabs once the ordinance is given its first reading. <br /> 41 He recalled that it might have been the advocating of the sale of <br /> 42 pull tabs to help out the school district which had caused the defeat <br /> 43 of one of the school board candidates in the recent election.
