This would seem to indicate a difficult task for• <br /> 4 the Council to decide who would get one of a limited number of <br /> 5 licenses. <br /> 6 Marks indicated he would still never vote to allow pull tabs in St. <br /> 7 Anthony. <br /> 8 Makowske told the Lions she had "really grappled" with this issue. <br /> 9. She said she had no problems with pull tabs themselves, but was <br /> 10 beginning to believe that pull tabs and lotteries might be starting <br /> 11 to "eliminate social consciences" and people might be substituting <br /> 12 gambling for giving directly to good causes.
