Council Meeting <br /> January 23, 1990 <br /> page 5 <br /> • <br /> 1 was actually using the Center and if they were aware of the alternatives <br /> 2 for recycling certain materials. <br /> 3 <br /> 4 Discussion continued regarding users of the Center and how this could be <br /> 5 determined. Conducting a survey at the site was suggested. Councilmember <br /> 6 Marks felt Girl Scouts and Boy Scouts may be willing to conduct the survey <br /> 7 on Saturdays. The Assistant to the City Manager suggested a seasonal City <br /> 8 employee could handle the survey on weekdays. At the present time, it is <br /> 9 not certain that only residents of St. Anthony use the Center. Councilmember <br /> 10 Makowske felt the City should avoid putting any resident in a position of <br /> 11 being forced to change haulers. <br /> 12 <br /> 13 7. PUBLIC HEARINGS <br /> 14 <br /> 15 There were no public hearings. <br /> 16 <br /> 17 8. NEW BUSINESS <br /> 18 <br /> 19 A. Supplemental Engineering Agreement <br /> 20 <br /> 21 Motion by Marks, second by Enrooth to approve a supplementary engineering <br /> • 22 agreement with the City of Columbia Heights. This agreement encompasses <br /> 23 copies of maps needed of streets, zoning, etc. of St. Anthony. <br /> 24 <br /> 25 Motion carried unanimously , <br /> 26 <br /> 27 B. Minnesota State Aid Engineering Proposal <br /> 28 <br /> 29 Motion by Makowske, second by Enrooth to approve the proposals received from <br /> 30 Maier Stewart and Associates, Inc. for the firm to serve as the City's <br /> 31 Minnesota State Aid Engineer for 1990 at a cost of not to exceed $700.00 <br /> 32 and to provide the City with road mileage information for redesignation <br /> 33 of some of the City's MSA roads in 1990 for a fee of not to exceed $500.00. <br /> 34 <br /> 35 Motion carried unanimously <br /> 36 <br /> 37 Councilmember Enrooth observed the costs associated with these proposals are <br /> 38 major reductions from any previous bids. The City Manager advised that the <br /> 39 credit for these reductions belongs to Larry Hamer, Public Works Director. <br /> 40 <br /> 41 C. Iron Removal Plant - Change Order #1 <br /> 42 <br /> 43 Motion by Marks, second by Makowske to approve Change Order #1 on the Layne <br /> 44 Minnesota contract for two ten inch butterfly valves at a cost of $1 ,560.00. <br /> 45 <br /> 46 Motion carried unanimously <br /> i 47 <br /> 4$ D.
