Council Meeting <br /> January 23, 1990 <br /> page 6 <br /> • <br /> 1 Public Health Officer for the City of St. Anthony. <br /> 2 <br /> 3 Motion carried unanimously <br /> 4 <br /> 5 City Manager Burt advised he will be meeting with Dr. Carr to apprise him <br /> 6 of the duties of the Public Health Officer. <br /> 7 <br /> 8 Joe Sevick, 3505 31st Avenue N.E. , suggested another topic which may come <br /> 9 under the purview of the Public Health Officer, that being, underground <br /> 10 sprinkling systems. He stated there appears to be a proliferation of these <br /> 11 systems being installed in the community, yet there are no guidelines in <br /> 12 place even though a permit is required. He obtained a permit 'for his system <br /> 13 late last summer and it has not yet been inspected. A component of the system, <br /> 14 the anti-syphon valve, prohibits contaminated water from flowing back into <br /> 15 the house. Mr. Sevick feels many of these systems are being improperly <br /> 16 installed by homeowners and could be placing the supply of public water <br /> 17 in jeopardy. <br /> 18 <br /> 19 E. Resolution No. 90-009; Assessing Agreement with Hennepin County <br /> 20 Motion by Makowske, second by Marks to approve Resolution No. 90-009, <br /> 21 being a resolution authorizing the Mayor Pro-tem and the City Manager <br /> 22 to enter into an agreement with Hennepin County Assessor for assessing <br /> 23 services in 1991 , 1992, 1993 and 1994. <br /> 24 <br /> 25 Roll call : Marks, Makowske, Ranallo - aye <br /> 26 Enrooth - nay <br /> 27 <br /> 28 F. Resolution No. 90-010; Adopting Drug and Alcohol Policy and Procedures <br /> 29 <br /> 30 Motion by Marks, second by Makowske to approve Resolution No. 90-010 <br /> 31 being a resolution adopting drug and alcohol policy and procedure. <br /> 32 <br /> 33 Councilmember Marks inquired if this policy includes any other people <br /> 34 representing the City, such as those who serve on various boards and <br /> 35 commissions. Sue VanderHeyden, Assistant to: the City Manager, responded <br /> 36 the aforementioned people were recently added to the City's Workers <br /> 37 Compensation. <br /> 38 <br /> 39 The City Attorney inquired where the policy originated. He was advised <br /> 40 it is the same policy. as the one used by the City of Blaine and has been <br /> 41 tested in the courts. <br /> 42 <br /> 43 Motion by Marks, second by Enrooth to table this item pending recommendations <br /> 44 from staff. <br /> 45 <br /> 46 Motion carried unanimously <br /> 47 <br /> 4$ G.
