Continued Board of Review <br /> April 24, 1990 <br /> page 2 <br /> • <br /> 1 Councilmember Makowske inquired what was the disposition of the property <br /> 2 at 2713 St. Anthony Boulavard owned by John Boufford. Busitzky advised <br /> 3 that this property owner's concern was with the water problems he has <br /> 4 ' been experiencing. The City Manager felt the reason he appeared at the <br /> 5 Board of Review was to be eligible to go on to the Board of Equalization. <br /> 6 <br /> 7 Councilmember Makowske also inquired about Henry Hwang at 2704 West Armour <br /> 8 Terrace and what had been done to respond to his concerns. Busitzky noted <br /> 9 that this property.has been viewed twice and that he can go on to the Board <br /> 10 of Equalization. Councilmember Makowske felt he should be advised of this <br /> 11 by letter as he may have been satisfied with what the City Manager had stated <br /> 12 at the Board of Review. She felt Hwang should be aware he still has the op- <br /> 13 portunity to attend the Board of Equalization and appeal . <br /> 14 <br /> 15 Mayor Pro-tem Ranallo noted that Michael Bird, 3416 Edwards Street, is aware <br /> 16 he can attend the Board of Equalization also. <br /> 17 <br /> 18 Discussion continued regarding water problems which were commented on at the <br /> 19 Board of Review. Mayor Pro-tem Ranallo felt this matter should be an agenda <br /> 20 item for a Council work session. <br /> 21 <br /> 22 Councilmember Enrooth felt a flood plain .in the City should be developed. <br /> 23 The City Manager stated he had requested the Public Works Director to <br /> 24 maintain a list of those property owners who have contacted City Hall re- <br /> 25 garding any flooding problems. His purpose is to develop a map of homes <br /> 26 where there is a history of water problems for presentation to the Appraiser <br /> 27 for reviewal next year. <br /> 28 <br /> 29 Councilmember Enrooth objected to this proposal . as he felt this matter should <br /> 30 not wait that long. He felt if there were enough houses involved the tax base <br /> 31 of the City could be affected. He is also concerned about those property owners <br /> 32 who have not complained. He suggested that the flood plain area be identified <br /> 33 and then property owners who are located in that area be advised by letter of <br /> 34 this designation. He felt if an area is identified as a problem area there <br /> 35 could 'be an adjustment made on the second half of- the taxes due. <br /> 36 <br /> 37 Mayor Pro-tem Ranallo felt the Board of Review was not the proper place to <br /> 38 discuss water problems. Busitzky .stated that the County Board will deal with <br /> 39 these problems if the property owners draw -it to their attention. Mayor Pro- <br /> 40 tem Ranallo advised there are clearly more than five properties involved. <br /> 41 Councilmember Makowske stated that word will get out regarding any recourse <br /> 42 for water problems and that residents will respond. <br /> 43 <br /> 44 Mayor' Pro-tem Ranallo requested that the City Manager meet with those property <br /> 45 owners whose properties are located in areas experiencing water -problems. He <br /> 46 felt the matters of decrease in value of the property and decrease in taxes <br /> 47 should be discussed. He also referred to the problems with selling these homes. <br /> 48 Busitzky observed that if there is non-disclosure of water problems the seller <br /> 49 of a home could be subject to legal problems. <br /> 50. <br />
