CALL TO ORDER <br /> 2 <br /> 3 The Board of Review was called to order at 6:30 p.m. by Mayor Pro-Tem <br /> 4 Ranallo. <br /> 5 <br /> 6 2. ROLL CALL <br /> 7 <br /> 8 Present: Councilmembers Enrooth, Makowske and Mayor Pro-Tem Ranallo <br /> 9 Councilmember Marks arrived at the meeting at 06 :32 p.m. <br /> 10 <br /> 11 Absent: Mayor Sundland <br /> 12 <br /> 13 Staff Present: City Manager Burt <br /> 14 Hennepin County Assessor Glenn Busitzky was also present. <br /> 15 <br /> 16 Busitzky advised that one fourth of the City is viewed each year. This year <br /> 17 the area of St. Anthony was that portion located in the southwest area. lie said <br /> 18 the goal of the assessments is to be fair and equitable using the measure of <br /> t9 93.2% of the market value of those homes sold in the City. Those portions of <br /> 20 the City not actually being viewed received an increase of approximately 2% <br /> 21 across the board. He noted that house sales had decreased in the City some- <br /> • 22 what. <br /> 23 <br /> 24 Busitzky stated that State statute requires that homes be assessed at 100% <br /> 25 market value and that the 93.2% assigned to the City of St. Anthony is quite <br /> 26 acceptable. <br /> 27 <br /> 28 3. PROPERTY OWNERS QUESTION AND ANSWER SECTION <br /> 29 <br /> 30 A. Mrs. Marilyn Dickey - 2925 Crestview Drive <br /> 31 A neighbor of Mrs. Dickey's spoke on her behalf. He stated that her home had <br /> 32 not been viewed inside for a number of years-and felt the assessed value of <br /> 33 $130,800 was too high: He noted that the home had not been constructed by a <br /> 34 professional builder and some of the areas inside of the house reflected this <br /> 35 lack of professionalism. <br /> 36 <br /> 37 The neighbor acknowledged that the home gave the appearance of being well built <br /> 38 but was not. Presently, the tiles in the ceilings of the kitchen and of the <br /> 39 living room are coming loose and falling down. Also, the kitchen cabinets are <br /> 40 coming loose from the wall and falling apart inside. This home had been for <br /> 41 sale last -year. The sale price had been based on the appraised value and no <br /> 42 bids were received for the entire six months. He felt this indicated that the <br /> 43 selling price was too high. <br /> 44 <br /> 45 Mayor Pro-Tem Ranallo recalled an ins-tance ten years ago where a property owner <br /> 46 requested a reviewal of his property and the result was An increase in assessed <br /> 47 value. He cautioned those property owners present that a reviewal holds an <br /> • 48 inherent risk where values may increase as well as decrease. <br /> 49 <br /> 50 Motion. by Marks, second by Enrooth to direct the Assessor to view the home <br />
