Board of Review <br /> Apr i1 - 10, 1990 <br /> page 2 <br /> • <br /> 1 Mrs. Marilyn Dickey at 2925 Crestview Drive. <br /> 2 <br /> 3 Motion carried unanimously <br /> 4 <br /> 5 <br /> 6 Glenn Busitzky advised the Council he will report his findings to the Council <br /> 7 at the April 24th Council meeting on all of those homes he reviews as a result <br /> 8 of requests received from this Board of Review meeting. fie noted that appearing <br /> 9 at or writing a letter to the City's Board of Review is the first step in the <br /> 10 appeal process. The next step is to appear at the Hennepin County Board of <br /> 11 Equalization.. <br /> 12 <br /> 13 B. Mrs. Teresa LePage - 3215 32nd Avenue N.E. <br /> 14 The market value of Mrs. Le Page' s home increased from $116,900 to $129,800. <br /> 15 She contacted the Hennepin County Assessor' s office regarding this increase. <br /> 16 She was advised that most of the increase was due to improvements made to <br /> 17 the exterior of the home. The effective age of the home was changed from <br /> 18 1966 to 1970 which resulted in approximately a $2,200 increase in value. <br /> 19 The basement walkout feature of the home was upgraded to a Q-6 from a Q-7 <br /> 20 which increased the value approximately $500. Also, the basement was placed <br /> 21 at 70% finished rather than the previous 50% finished. <br /> 22 •23 Mrs. LePage felt the valuation was unfair, expecially since it was done on <br /> 24 a drive-by basis. She noted that the exterior and the walkout feature had <br /> 25 not been changed in a number of years and that the cedar siding was not new. <br /> 26 The LePage's purchased the home in 1988 for $127,200 and they felt -the price <br /> 27 they paid was very high. She felt overpaying for the house increased its <br /> 28 value and she has had neighbors mention this to her as the purchase price <br /> 29 also affected their valuations. <br /> 30 <br /> 31 Busitzky advised that values are arrived at by all sales in the City and not <br /> 32 just in specific areas. He again stated that the purpose of appraisals is to <br /> 33 establish a fair and equitable formula. He noted that there is not enough <br /> 34 staff to view all of the houses in the City. <br /> 35 <br /> 36 Councilmember Makowske inquired if Mrs. LePage wished to have her house viewed <br /> 37 inside. Mrs. LePage again stated she felt she paid too much for the house and <br /> 38 that selling price affected-the value. <br /> 39 <br /> 40 Mayor Pro-Tem Ranallo inquired if Mrs. LePage felt she could sell her home <br /> 41 for $130,00. She responded she felt she could not but would list the house <br /> 42 for $125,00 and doubted if she could get that much. <br /> 43 <br /> 44 Mrs. LePage expressed an hesitancy to have the house viewed and indicated she <br /> 45 would like to discuss the matter with her husband. Buzinsky stated it would <br /> 46 be highly unlikely that the house would increase in value based upon a reviewal . <br /> 47 Mrs. LePage will contact the Assessor's office for an appointment if she <br /> 48 chooses to have the house reviewed. • <br /> 49 <br /> 50 Motion by Marks, second by Ranallo to request the County Appraiser to view the <br />
