He concluded that this traffic was not as heavy <br /> 5 as is being reported. He felt it was a combination of slow-walking <br /> 6 senior citizens and impatient motorists. <br /> 7 <br /> 8 Mayor Ranallo inquired if Community Development Block Grant funds <br /> 9 could be used for this project. The City Manager felt this may be <br /> 10 stretching the criteria for the use of these funds but the City could <br /> 11 make this request for next year 's funds. <br /> 12 <br /> 13 Councilmember Marks stated he is not convinced that traffic signals are <br /> 14 the safest solution to the pedestrian problem in this area. He would <br /> 15 like to have the opinions of the Public Works Director and of the Police <br /> 16 Department on the merits of these signals. He felt the Council has not <br /> 17 been advised as what is the safest way to cross a street. <br /> 18 <br /> 19 The City Manager advised that an overpass would clearly be the safest <br /> 20 way for people to cross the street but the cost would be prohibitive. <br /> 21 He stated that a push-button sign was also safe but would cost as much <br /> 22 as a signal light. The City Manager suggested that a sign be placed <br /> 23 on 37th Avenue and the crosswalk painted. He felt these improvements <br /> 024 could give the two Councils a better idea as what would happen to the <br /> 25 traffic flow and pedestrian safety. <br /> 26 <br /> 27 Mayor Ranallo observed he has been contacted by merchants in Apache Plaza <br /> 28 and they have indicated they would prefer a sign at 38th Avenue. Council - <br /> 29 member Makowske has received similar opinions. <br /> 30 <br /> 31 Councilmember Marks felt the crosswalks should be painted first. He knows <br /> 32 that police have stopped vehicles in this area to let pedestrians cross <br /> 33 the street. <br /> 34 <br /> 35 A joint meeting of the two City Councils was discussed. The City Manager <br /> 36 felt there would also be a large number of senior citizens in attendance <br /> 37 at such a meeting. Mayor Ranallo suggested that he and the Mayor of Colum- <br /> 38 bia Heights and the two city managers should meet and discuss this matter. <br /> 39 Councilmember Marks felt this may be very productive. <br /> 40 <br /> 41 7. NEW BUSINESS <br /> 46 <br /> 47 City's 1990 Insurance Rates <br /> 48 Mark Flaten of American Risk Services reviewed the City's experiences <br /> 49 since 1987 to the present. <br /> 50 <br />
