Council Meeting
May 22 , 1990
page 7
•
1 The City Manager met with Paul Brewer and Frank Lang of LaNel Deve-
2 lopers, regarding several items regarding their development. They
3 stated their intention to do the median cut themselves. Taxes and some
4 ''housekeeping" items were also discussed.
5
6 They requested that the signage at their project be allowed back up
7 at Rosie's Restaurant. Their intent is to leave it up until the deve-
8 lopment is 95% leased.
9
10 It was Councilmember Makowske' s observation that to reach 95% could
11 mean the sign would remain up perpetually. Councilmember Marks inquired
12 what the present percentage of occupancy is. The City Manager responded
13 that the third building , of seventy-five units , just opened and the
14 total occupancy is sixty percent for all three buildings.
15
16 The City Manager recommended that this signage request be presented to
17 the Planning Commission. Mayor Ranallo concurred.
18
19 Tom Burt received a letter from the Columbia Heights City Manager re-
20 garding stop signs on Stinson Boulevard . The letter stated that Columbia
21 Heights has received requests for stop signs at 37th and at 39th on Stinson
22 Boulevard. The purpose of the letter was to seek concurrence in granting
1023 these requests from the City of St. Anthony.
24
25 The City Manager noted that this request has never been formally brought
26 to the St. Anthony Council and suggested a joint meeting with the two
27 councils to discuss the matter. He felt the joint meeting would serve
28 to define the policy decisions Columbia Heights is considering and for
29 Columbia Heights to be apprised of St. Anthony' s position on the requests.
30
31 Mayor Ranallo thought there was already an agreement and an analysis com-
32 pleted on a sign for the intersection of 37th Avenue and Stinson Boulevard .
33 The City Manager stated that Columbia Heights has done all of the engirreering
34 studies but had been receiving requests for a sign to be located at 39th
35 Avenue from the residents of the senior citizen facility on 39th and
36 Stinson Boulevard.
37
38 Councilmember Makowske recalled that no agreement was made pending the
39 results of the engineering studies and a formal presentation of the facts
40 was made to the St. Anthony City Council .
41
42 Councilmember Makowske felt the Columbia Heights ' City Manager' s letter
43 reflected a shortsighted view of the situation and that it needs to be
44 considered more carefully. She felt the letter should not preclude the
45 two Councils meeting to discuss this.
46
47 Mayor Ranallo stated he had received a call from a Columbia Heights Council -
48 member who advised him that his City would not do only one sign.
49
50 Discussion continued regarding possible problems such as stacking of
