Anthony , MN 55418 <br /> Dear Mr. Muenchow: <br /> This office is in receipt of your letter of May 2 , 1990 regarding <br /> the qualifications of expenditures toward the Village Fest. The <br /> expenditures requested that donations might be made toward a <br /> kiddie parade , 5K run , softball tournaments and booths run by <br /> community groups . <br /> Statute 349 . 12 , Subd . 11 (a) (1) references contributions to <br /> physical well-being as lawful purpose expenditures . The 5K run <br /> wculd fall within this realm. The softball tournament would not <br /> qualify if it was for adults . If the tournament is geared toward <br /> youth, the the donation is allowable . <br /> The kiddie parade donation would be an acceptable expenditure of <br /> lawful purpose . Any donations toward the Rockin ' Hollywoods <br /> entertainment , however , would not fall within the definition of <br /> lawful purpose . <br /> Finally, more information would be needed concerning donations <br /> toward community group booths at the festival . Those booths <br /> producing education advancement would qualify. Those political <br /> in nature would not .
