Regular Council Meeting 7 <br /> November 13, 1990 <br /> 1 C. Street Light Charges and Assessments for 3500 block of Skycroft Drive. <br /> 2 <br /> 3 Burt said a letter from NSP was received today. A notice from affected <br /> 4 residents would have to be obtained before any action is taken. NSP <br /> 5 estimates about $900 in costs; trees and shrubs will be dug up; and <br /> 6 easements will have to be obtained. Wooden poles are recommended with <br /> 7 above ground wires because of the least effect on the property owner and <br /> 8 easier maintenance for NSP. Soth prepared an ordinance to give the city the <br /> 9 ability to'bill the residents. The ordinance will take 3 readings to be passed. <br /> 10 <br /> 11 Howard Smith, 3512 Skycroft Drive, said he has been "living in the dark" for <br /> 12 close to 27 years. He said that the residents have been meeting for several <br /> 13 years and they would like the lighting on the south side with underground <br /> 14 wiring. They are willing to pay the difference. 28 or 29 residents agree <br /> 15 with this proposal. <br /> 16 <br /> 17 Burt recommended that Smith and Benson from NSP meet with him to <br /> 18 discuss the location of the sites. <br /> • 19 <br /> 20 Motion by Enrooth, second by Wagner to approve the first reading of <br /> 21 ordinance No. 1990-010. <br /> 22 Motion carried unanimously. <br /> 23 <br /> 24 <br /> 25 D. Computerization <br /> 26 <br /> 27 Several local firms were interviewed regarding City computerization. After <br /> 28 much consideration, Burt recommended purchasing hardware and software <br /> 29 from Business Records Corporation, a national company that has been in <br /> 30 business with data processing for 16 years. There service is also used in <br /> 31 Columbia Heights. <br /> 32 <br /> 33 The money is available and there would be no need for additional staff. The <br /> 34 program would combine the liquor and general funds expenditure books into <br /> 35 one. Reports can be prepared right on the spot. Projected to save the City <br /> 36 over $35,000 over a five-year period. <br /> 37 <br /> 38 Bob Heilbrink from Business Records answered questions and concerns about <br /> 39 their program. He said that police, fire and the liquor store can feed in. The <br /> 40 system .would not compromise police records. <br /> 41 <br /> 42 The training cost is built into their costs. 22 cities in Minnesota using this <br /> 43 system have formed a User Group that meets quarterly. <br /> 44 <br />
