Section 300 - PERSONNEL POLICY <br /> 300. 01 Purpose. It shall be the purpose of this Ordinance to <br /> establish a uniform and equitable system of municipal personnel <br /> administration for all employees of the City of St. Anthony <br /> It is hereby declared that: <br /> 1. The City shall recruit and select the most qualified <br /> persons for positions in the City's service. The City <br /> shall pursue a policy in the areas of recruitment and <br /> selection to insure competition to provide equal <br /> employment opportunity and to prohibit discrimination <br /> because .of race, color, creed, religion, sex, national <br /> origin, marital status, age, status with regard to public <br /> assistance, disability or other non job related factors. <br /> 2 . Just and equitable incentives and conditions of <br /> employment shall be established and maintained to promote <br /> effectiveness and economy in the operation of City <br /> government. <br /> 3 . Positions having the same duties and responsibilities <br /> shall be classified and compensated on a uniform basis. <br /> 4 . Good employee morale be promoted by consideration of the <br /> rights and interests of employees consistent with the <br /> best interests of the public and the City government. <br /> 5. Tenure of employees shall be subject to proper conduct, <br /> the satisfactory performance of work, the availability of <br /> work and the availability of funds. <br /> 300. 02 Definitions. Unless the context clearly indicates <br /> otherwise, the following terms have the stated meanings: <br /> Subd. 1. Full-Time Employee. An employee working at least 40 <br /> hours per week who has successfully completed a required <br /> probationary period and serves in a position completely funded <br /> in the approved City budget for a given fiscal year, or in an <br /> approved position in the liquor operation. <br /> Subd. 2 . Part-time Employee. An at will employee working <br /> less than 40 hours per week who has successfully completed the <br /> required probationary period (if applicable) -and who is not <br /> eligible for benefits, other than those mandated by state or <br /> federal law. <br /> 3-1 <br />
