Section 315 PUBLIC SAFETY <br /> 315. 01 Policies. The Council has the authority and duty to <br /> .provide for the government and good order of the City, the <br /> suppression of vice and immorality, the prevention of crime, the <br /> protection of public and private property, the benefit of <br /> residence, trade, and commerce, and the promotion of health, <br /> safety, order, convenience, and the general welfare of the <br /> residents by means not inconsistent with the Constitutions and laws <br /> of the United States and the State of Minnesota. <br /> 315. 02 Purpose. This Section is intended to further the <br /> policies stated in Section 315. 01 and to provide for the <br /> organization of separate police and fire departments for the City. <br /> 315. 03 Manager's Duties. The Manager will see that statutes <br /> relating to the City and the laws, ordinances, resolutions and <br /> other official acts of the City are enforced. The Manager will <br /> exercise supervision and control over the Police Department and the <br /> Fire Department and will be responsible for hiring and firing all <br /> supervisory and other members and employees of the Police and Fire <br /> Departments. <br /> 315. 04 Police Department. <br /> Subd. 1. Responsibilities. The Police Department will have <br /> the duties and responsibilities given in accordance with the <br /> Constitutions and laws of the United States and the State of <br /> Minnesota, this Code and other official acts of the City. The <br /> Police Department, under the direction of the Chief of Police, <br /> is charged with the protection of all persons and property <br /> within the corporate limits of the City, and such other areas <br /> as agreed upon by the Council or required by law. The Police <br /> Department will be responsible for prevention of crimes, <br /> accidents and civil disorders, control of traffic, and general <br /> enforcement of this Code and applicable statutory laws. <br /> Subd. 2 . Chief of Police. The Police Department is under <br /> the supervision and direction of a Chief of Police, who will <br /> report directly to the Manager. In addition to supervising <br /> the department, the Chief's responsibilities and duties will <br /> include but not be limited to the following: <br /> (a) Control and responsibility for all police equipment; <br /> including but not limited to its use, care, maintenance, and <br /> condition. <br /> 3-16 <br />
