305. 05 Organization. The commission will appoint a secretary, <br /> who may but need not be a member of the Commission. The Commission <br /> will hold one regular meeting every month, when necessary. At the <br /> first meeting of each year, the Commission will arrange the dates <br /> of its regular monthly meetings through the end of that year and <br /> appoint a Chairperson. <br /> 305. 06 Powers and Duties. The Planning Commission will: <br /> (a) Review and make recommendations to the Council as to a <br /> comprehensive municipal plan, including the land use plan, a <br /> community facilities plan, a transportation plan and <br /> recommendations for plan adoption and execution. <br /> (b) Consider and make recommendations to the Council as to al <br /> proposed subdivisions and plats. <br /> (c) Consider and make recommendations to the Council as to <br /> all proposed amendments to Chapter 15 of this Code regarding <br /> zoning. <br /> (d) Consider, hold hearings and make recommendations on <br /> conditional use permit applications. <br /> (e) Review all applications for variance to zoning, hold <br /> hearings and make recommendations to the Council. <br /> (f) Review requests for sign variances. <br /> 305. 07 Council Action Without Recommendation of the Planning <br /> Commission. If a matter is required to be referred to the <br /> Planning Commission and is referred to the Planing Commission and <br /> if no recommendation is transmitted by the Planning Commission to <br /> the Council within 60 days after referral to the Planning <br /> Commission, the Council may take action without such <br /> recommendation. If a matter not required to be referred to the <br /> Planning Commission is referred to the Planning Commission, the <br /> Council may at any time take action without the recommendation of <br /> the Planning Commission. <br /> 3-15 <br />
