I REGULAR COUNCIL MEETING <br /> 2 AUGUST 27 , 1991 <br /> 3 PAGE 10 <br /> 4 <br /> 5 <br /> 6 The dates for the Public Hearing being proposed are <br /> 7 Tuesday, November 26, 1991 at 7 : 30 p.m. and if necessary <br /> 8 be reconvened to Wednesday, December 4 , 1991 at 7: 30 p.m. <br /> 9 If the reconvened date is not used for the budget <br /> 10 discussion it would be a Council Work Session. Mayor <br /> 11 Ranallo suggested that the Public Hearing be held in a <br /> 12 larger room, possibly the Cafeteria. <br /> 13 <br /> 14 The City Manager advised that the three percent <br /> 15 adjustment to the base was not made. The City is losing <br /> 16 approximately $75,000 .00 of its Local Government Aid. <br /> 17 This is the same figure that the levy would be increased. <br /> 18 The City Council reduced its General Fund levy by <br /> 19 $20 , 000 . <br /> 20 <br /> 21 There will be a 1 . 7% increase on what property owners <br /> 22 will be taxed on and there was no growth in the City' s <br /> 23 operating budget . The levy must be certified by September <br /> 24 1 , 1991 and the City is not levying to the full amount <br /> 25 allowable. <br /> 26 <br /> 27 Motion by Fleming, second by Enrooth to adopt Resolution <br /> 28 No. 91-039 being a resolution setting proposed 1992 tax <br /> 29 levy, 1992 budget and public hearing dates in compliance <br /> 30 with the Truth in Taxation Act . <br /> 31 <br /> 32 Motion carried unanimously <br /> 33 <br /> 34 <br /> 35 B. Resolution No. 91-040 : Re: Congressional Superfund <br /> 36 Statute <br /> 37 <br /> 38 The City Manager noted that the purpose of amending the <br /> 39 Superfund statute is to clearly provide that municipal <br /> 40 solid waste is not a hazardous substance in the same <br /> 41 fashion as provided under the Resource Conservation and <br /> 42 Recovery Act . <br /> 43 <br /> 44 It was noted that presently Senator Durenberger has <br /> 45 withheld his support for this legislation but pressure is <br /> 46 being put on him to support it . <br /> 47 <br /> 48 Motion by Ranallo, second by Wagner to approve Resolution <br /> 49 No. 91-040 being a resolution urging congressional relief <br /> 50 from application of Superfund Statute. <br /> 51 <br /> 52 Motion carried unanimously <br /> 53 <br /> 54 Mayor Ranallo requested staff to send a copy of this <br />
