• I REGULAR COUNCIL MEETING <br /> 2 FEBRUARY 11 , 1992 <br /> 3 PAGE 9 <br /> 4 <br /> 5 <br /> 6 attending. Mayor Ranallo stated he will be on <br /> 7 vacation and requested Council President Enrooth to <br /> 8 read a letter from him at the Luncheon . <br /> 9 <br /> 10 <br /> 11 5 . South End Task Force <br /> 12 <br /> 13 At a meeting on February 10th, the members of the <br /> 14 Task Force met with the planner to express their <br /> 15 individual visions for the area being studied. <br /> 16 <br /> 17 The City Manager noted that there was not much <br /> 18 discussion regarding the moratorium on the area but <br /> 19 considerable focus on the image and appearance of <br /> 20 the shopping center . He felt the meeting had some <br /> 21 very positive aspects . The planner will return with <br /> 22 his recommendations in two to three weeks . <br /> 23 <br /> 24 The City Manager discussed funding sources for the <br /> 25 area. Increasing the boundaries of the Tax <br /> 26 Increment District in the area was a consideration. <br /> 7 This would only extend the district payback about <br /> 8 one year . <br /> 29 <br /> 30 6. Drinking Water <br /> 31 <br /> 32 The City Manager advised that there has been a <br /> 33 problem noticed with the City' s drinking water. <br /> 34 There have been black flecks in the water and staff <br /> 35 has determined these flecks are particles of <br /> 36 manganese. He stated that manganese is not harmful <br /> 37 to humans nor to animals . <br /> 38 <br /> 39 The City Manager explained that because there is <br /> 40 less water usage in the winter, particles of <br /> 41 manganese tends to solidify. and come through the <br /> 42 water pipes . The water is run through three wells <br /> 43 which have iron and manganese removal but with less <br /> 44 water being run the manganese becomes apparent in <br /> 45 the tap water . Presently, the water is being pumped <br /> 46 from Well #5 , on the north side of Silver Lake, <br /> 47 which is higher in manganese. <br /> 48 <br /> 49 The City could correct the problem by flushing the <br /> 50 hydrants but this is not possible in cold weather <br /> 51 as the flushed water would freeze on the streets <br /> 62 and be a hazard. The City Manager suggested <br /> 3 changing the air stove in the Filtration Plant may <br /> 54 be helpful to solve some of the problem. <br />
