• <br /> MEMORANDUM <br /> DATE: February 21, 1992 <br /> TO: Thomas D. Burt, City Manager <br /> FROM: Larry Hamer, Public Works Director <br /> ITEM: MINNESOTA WATER TESTING <br /> The attached is a summary of the new water testing laws mandated by the state. The state <br /> • is mandating.a $5.00 surcharge on each home,business and school connected to a municipal <br /> water supply. The state's involvement with water testing will cost a taxpayer twice as much <br /> as it costs a city now. Cities under 3,000.people are required to take 40 tests the first year <br /> and if these tests show negative results, the number of tests required will decrease. <br /> The City of St. Anthony will need 120 tests the first year. That number will decrease, if the <br /> test results are negative. The testing will now include copper and lead which tests will run <br /> about $20 per test. I received this estimate from the laboratories. At 120 tests per year, it <br /> will cost St. Anthony approximately $2,400 the first year. <br /> The cost of the surcharge will not decrease. The City of St. Anthony has 2,275 water <br /> accounts and at $5.00 per year the surcharge amounts to $11,375. <br /> I strongly recommend the City to convey its opinion on the surcharge to the State. <br /> i <br />
