A Report to Minnesota Communities With newly mandated drinking water tests set to begin in 1992, Minnesota's legislators are exploring methods for funding those tests. One funding option being proposed applies a flat service connection fee to homes, schools, and businesses In the state served by municipal water supplies. New statewide water testing requirements will be paid for if each home, business, and school connected to a municipal water supply pays an estimated $5.00 service connection fee annually. Y The proposed statewide service connection fee will spread out the payment for the new testing requirements among municipal water supply users. Forcing individual water suppliers to pay for testing would mean hefty rate increases for small water supply systems and those who rely on them. If the proposed change does.not occur, homeowners, schools, businesses in small towns, and businesses and schools with their own wells will pay a greater share of the testing costs than those served by the water suppliers in larger cities. The table below shows how homes, schools, and businesses throughout Minnesota served by large and small water supplies, and schools and businesses with their own wells will pay their share of testing costs with and without a statewide service connection fee.
