A Report to Minnesota Communities <br /> With newly mandated drinking water tests set to begin in 1992, Minnesota's <br /> legislators are exploring methods for funding those tests. <br /> One funding option being proposed applies a flat service connection fee to homes, <br /> schools, and businesses In the state served by municipal water supplies. <br /> New statewide water testing requirements will be paid for if each home, business, <br /> and school connected to a municipal water supply pays an estimated $5.00 service <br /> connection fee annually. <br /> Y <br /> The proposed statewide service connection fee will spread out the payment for the <br /> new testing requirements among municipal water supply users. Forcing individual <br /> water suppliers to pay for testing would mean hefty rate increases for small water <br /> supply systems and those who rely on them.
