Barr <br /> Engineering Company <br /> 8300 Norman Center Drive <br /> Minneapolis,MN 55437-1026 <br /> Phone: (612)832-2600 <br /> Fax: (612)835-0186 April 22, 1992 <br /> Mr. Thomas Burt <br /> City Manager <br /> City of St. Anthony <br /> 3301 Silver Lake Road <br /> St. Anthony, Minnesota 55418 <br /> Dear Mr. Burt: <br /> This letter will present our proposal for performing an analysis of the <br /> drainage system tributary to the ponds in the northeast corner of the Salvation <br /> Army camp, in the northern portion of the City. The goal of the study is to <br /> recommend the most cost effective drainage system for the area, considering <br /> conveyance needs, right-of-way and property concerns, and future runoff <br /> treatment systems. I anticipate the following tasks will be necessary to <br /> • perform the work: <br /> • Data Review. During this task Barr will meet with representatives of <br /> the communities and agencies that may have an interest in the <br /> configuration and cost sharing recommendations of the report. This <br /> would include St. Anthony, Columbia Heights, New Brighton, Anoka <br /> County and Ramsey County. We would also meet with representatives of <br /> Short Elliot Hendrickson (SEH) to go over the recommendations which <br /> that firm presented in their August 25, 1983 report to the City. <br /> Available information will also be obtained from the -Rice . Creek <br /> Watershed District. This task is expected to account for <br /> approximately 30 percent of the work effort. <br /> • Treatment Options Assessment. During this task, the use of the <br /> existing ponds as treatment basins to protect the water quality of <br /> Silver Lake will be considered. Optional configurations to adapt the <br /> ponds for this purpose will be considered since the ideal pond <br /> configuration may have an impact on the options for configuration of <br /> the conveyance system. This task will account for about 5 percent of <br /> the required work effort. <br /> • System Study. Barr will perform a limited preliminary design of <br /> optional configurations for the conveyance system to drain the <br /> watershed, the tributary to County Road E west of Silver Lake Road. <br /> Two configurations will be considered, one in County Road E and one <br /> within the Salvation Army camp area. Sufficient analysis will be <br /> • performed to permit the preparation of a preliminary cost estimate to <br /> allow comparison of the two systems. Approximately 35 percent of the <br /> work effort is required for this task. <br />
