Barr Engineering Company 8300 Norman Center Drive Minneapolis,MN 55437-1026 Phone: (612)832-2600 Fax: (612)835-0186 April 22, 1992 Mr. Thomas Burt City Manager City of St. Anthony 3301 Silver Lake Road St. Anthony, Minnesota 55418 Dear Mr. Burt: This letter will present our proposal for performing an analysis of the drainage system tributary to the ponds in the northeast corner of the Salvation Army camp, in the northern portion of the City. The goal of the study is to recommend the most cost effective drainage system for the area, considering conveyance needs, right-of-way and property concerns, and future runoff treatment systems. I anticipate the following tasks will be necessary to • perform the work: • Data Review. During this task Barr will meet with representatives of the communities and agencies that may have an interest in the configuration and cost sharing recommendations of the report. This would include St. Anthony, Columbia Heights, New Brighton, Anoka County and Ramsey County. We would also meet with representatives of Short Elliot Hendrickson (SEH) to go over the recommendations which that firm presented in their August 25, 1983 report to the City. Available information will also be obtained from the -Rice . Creek Watershed District. This task is expected to account for approximately 30 percent of the work effort. • Treatment Options Assessment. During this task, the use of the existing ponds as treatment basins to protect the water quality of Silver Lake will be considered. Optional configurations to adapt the ponds for this purpose will be considered since the ideal pond configuration may have an impact on the options for configuration of the conveyance system. This task will account for about 5 percent of the required work effort. • System Study. Barr will perform a limited preliminary design of optional configurations for the conveyance system to drain the watershed, the tributary to County Road E west of Silver Lake Road. Two configurations will be considered, one in County Road E and one within the Salvation Army camp area. Sufficient analysis will be • performed to permit the preparation of a preliminary cost estimate to allow comparison of the two systems. Approximately 35 percent of the work effort is required for this task.
